i extremely hate when quests are bugged .. and especially if its over year old and no one cares ..
child runs towards the bear, standing next to it, nothing happens, according to youtube, the kid is supposed to talk and talk .. not happening. They are unkillable etc ..

I have done some research and don't seem to see any other reports that reflect your description of the bug, therefore could you please record a video of the issue, upload it on any hosting of your choice and send us a link so we can investigate this further.
Please also make sure that your latest saves are uploaded to the cloud.
