I can select the quest but it will not show up in my quest log. Tried several times to get it by re-loading a prior save and trying again to finally logging out of the game and coming back in and trying. Without the quest showing up in my quest log there is no way to know where to go to find the target.

I'm sorry to hear that this has happened to you. We have reported this to the dev team already so they are looking into this. You may be able to find guidance on where to go for the quest online but I'm not sure if this does progress the quest without it showing in the quest log I'm afraid.
