[2021] NPC's keep burning in the fire in the quest 'On Borrowed Time'

@longjohn119 Yet another annoyance/bug

This NPC just doesn't want to be saved and keeps jumping back into the fire ....

So I reload and start the mission again and now this NPC is dead but then I come across this ..... Notice how I get stuck on a fence ..... I decide to just let her burn and go into the house and save a woman and eventually complete the quest

After completing the quest I go back in to get all the loot and there she is still burning ......
