Howdy there @jaydog5619 , thanks very much for your post! I appreciate you reaching out, and I'll be happy to help you get your dialogue audio sorted out 
It's great to hear you've already tried verifying the game files - that's a great first step! Can you check the troubleshooting guide as well for me? In particular from the guide, please make sure you are running the game with administrator rights, you've got your audio drivers and Windows install fully updated, and you've (at least temporarily, for testing) deactivated all background programs (particularly any which are bundled together with your audio setup).
If the issue persists after those steps, can you describe what settings you've chosen in the audio options in-game, as well as what sort of speaker setup you are using? If possible, please try testing a different sound output, such as by using a USB headset temporarily to see if this makes a difference. With this information, I'll be better able to give more specific recommendations
