After the recent update, I cannot get access to Yule Festival and DLCs and River raids. For examples, I can't talk to Vagn to start the river raid. Please help investigate into these problems.

As far as I understand, you are experiencing two issues: The Yule festival does not appear for you plus you can't talk to Vagn.
The issue with Yule festival should now be resolved, could you please check if your game is fully updated? Here you can find the dedicated thread where we have posted the update regarding this matter.
Speaking about second issue ("Unable to talk to Vagn to start the River raid"), we are aware that the issue occurs again on the latest version of the game therefore the investigation is reopened.
Therefore I would kindly ask you to record a short video of the issue and don't forget to show us that the game is fully updated. Then please send us a link so we can investigate this further. Please also make sure that your latest saves are uploaded to the cloud.
