I have been trying to change the graphics from medium to low so the performance can be a bit better, but the issue is after the restart application it still hasn't changed at all. All my drivers are updated. I'm using a Nvidia GeForce GTX 1650.

Sorry to hear that your graphics settings to seem to have changed after restarting the game.
Could you please ensure you have access to your .ini file? This file hold all of your information in regards to game settings and may not be functioning correctly. By default this should be located:
C:\Users\\Documents\Assassin's Creed Valhalla\ACValhalla.ini
After locating, we'd recommend making a backup of this file. Could you delete the ACValhalla.ini file, and then launch your game with admin rights? The game will then create a new .ini file in the same location again. If you're still unable to save your graphics settings after trying this, please let us know!
