as others have reported, emergency aim does nothing.
I have tried it 1000 time as I unlocked it over 100 hours ago. I have tried pressing aim at all possible times; while the detection meter is white, yellow and red. Regardless of when I press aim It NEVER moves to the enemy, I just aim straight forward. It hasn’t worked once in 130 hours.

I'm sorry to hear that you are experiencing issues with the emergency aim ability.
So I can look into this further could you please provide a video to demonstrate that the ability is not working as intended and to show that you have purchased it from the skill tree.
Have you also tried resetting your skill points then purchasing the ability again? If not can you test this to see if it works, and also ensure you have the latest update installed.
