The cages are semi-submerged and so is the skeleton and I am pretty sure this is causing the problem that or another NAV-MESH error where the deed and other items are literally stuck in the ground and have fallen through the Meshing and game borders

Hi @Snakeeater49910 I'm sorry to hear that you are experiencing an issue with the quest 'Sweetening the Pot'.
I can confirm that this issue is related to the skill 'Light-Fingered'. The issue has been reported and is being investigated. We also have a megathread for this issue here.
If possible can you try loading a previous save before you started the quest, then go into the skill tab and reset the 'Light-Fingered' skill and try collecting the deed again.
