[2021] Pat the Cats achievement not popping

I have pat all four cats in Evreux (and taken photography evidence, just in case I was patting one twice) and the achievement is not popping on Xbox Series X. Is there anything I am doing wrong or could try to get this achievement to pop? I've tried restarting the game and loading an older save, and even restarting the DLC entirely. Nothing seems to fix this glitch, does anyone have any suggestions?
