Why can't I get past this quest? After phase one, nothing changes - no walls move, Basim doesn't say anythig, except he screams whe he lasso's you. I pummeled him for over 1 hour and - nothing changes. I have been in this quest mode for over 4 hours, so far. What is the secret?

I am also sorry to hear that you have experienced an issue with the quest 'A Brother's Keeper'.
I can confirm that this issue was reported and we created a megathread for it here.
After thorough investigation, the development team is unable to provide a solution for the reported issue. When assessing the complexity of the issue and number of players affected, the team had to prioritize issues that had a comparatively higher impact.
With Post-Launch support for Assassin's Creed Valhalla coming to an end, we will be unable to roll out a fix for this issue. If you wish to discuss further with our team, please open a case on our support website.
The only other option would be to try loading a previous save as longjohn119 mentioned.
