As a start, can you please try the troubleshooting steps from this FAQ? Also, I noticed you mentioned having two storage devices, can you also please make sure the game is installed on the same drive as the Ubisoft Connect client? This can help increase performance, and could potentially resolve this issue.
Does the framerate stay below 30 FPS if you try lowering your graphics settings?
