yes why do i have to do it to unlock the event

It may be a normal part of the game that requires you to complete that quest in order to access the event

still not right open world and forced to do a quest to unlock it

Our game development team has taken the decision to allow access to the festival after completing one of the first two story arcs in England – Grantebridgescire or Ledecestrescire. You will also need to have reached Level 2 with your Settlement.

There are a number of reasons for this decision being made. These factors can include, but are not limited to:
-Taking a players understanding of the game and it's mechanics into consideration when entering the festival. This means inexperienced players can get the most out of the festival.
-The games story and context for the festival. Allowing access to the player prior to this may impact immersion and how the AC Valhalla story progresses.
