[2023] Anno 1800 DX11 works well but DX12 crashes on startup if Ubisoft in-game overlay is enabled

I just bought Anno 1800 with all DLCs. DirectX 11 version works fine. However, DirectX 12 crashes immediately on startup when the setting "Enable in-game overlay for supported games" is checked in Ubisoft Connect. If I uncheck the setting, DX 12 appears to work fine too.
I run the game on PC, Windows 10, CPU Intel i5 6600K, GPU GeForce RTX 3700.
Resolution is 1920 x 1080.
Also, the game's FPS with such hardware drops to 30 FPS when moving camera on ultra-settings (both at close distance and at far distance).
