[2021] quests can't decide where the queen is

vanished? coming to the iron tower? make up your mind...


maybe lock queen quests until after trelawney? (or maybe archie just needs glasses? i can produce a pair for him)
obviously when the tourist dlc was created nobody considered the possibility that trelawney expedition is not yet complete
