Hey,
i was trying to buff the productivity of chemical plants with items providing a buff for "All Production Buildings", however the chemical plants do not get a productivity bonus from these items.They also don't appear the receive a buff from trade unions when in range of local deparments.
Possible Issue: Chemical plants are not categorized as production buildings.
