I bought the Plant a Tree DLC when the offer was active but when I look at my active DLC in-game it says not yet available just like the last two expansions of season 4 which have not released yet. So everyone who bought it has to wait to use it just like the people who are getting it for free at the end of the year?

If you bought the "Plant a Tree" DLC, you should already have access to it in-game (I just checked and it works fine for me).
After March 31st, the store page has been disabled, it's just the text that says "not available yet" - apologies for any confusion.
For anyone who didn't purchase the DLC, the ornament will be added for free at the end of the year.
