I see what you mean, but eagle/ bird motifs are of course some of the most commonly used imagery throughout history, even outside the grim darkness of the future :)
Well you're in luck since that is exactly what the other cosmetic DLC is... Vibrant Cities. New appearances for different buildings.
As Taka helpfully pointed out, this DLC won't include any skins; that is CDLC 6, which is coming towards the end of the year.
