[2019] Ranger Pulse Blast is not bypassing shields contrary to what Ben Irving said on Twitter

This was my test on the Pulse Blast in free-play on GM2. You will see I try several times and nothing.

Does anyone have video evidence it is bypassing shields? Ben never confirmed a date but simply said it bypasses shields on Twitter. Maybe its on the 22nd but why wouldn't they tell us the date, leading me to believe its bugged.
