There should be an option to disable this in the accessibility settings in-game. You should see the option to open the menu from the title screen when you first start up the game.
One of the options there says Enable Accessible Chat Features. You can adjust this setting so that it will not convert the in-game chat to voice.

When you're seeing any text chat it causes the game to lag? Which platform do you play on?

Have you tried turning off text to speech in the accessibility options to see if that helps?

That's weird. It should be an option that you can disable. If you go to the Gameplay tab in your Settings there should be a section for Accessibility down at the bottom of the screen. Look for the option that says Play Incoming Text Chat as Speech and try disabling it.
