No scroll bar showing up on Ash's skin selection screen

This isn't an issue with your game specifically. Ash's common and rare skins have temporarily been disabled because they were causing game crashes when used. Hopefully they'll be back soon, but for now I can only recommend that you wait while they fix the issue.
