It looks like you could upgrade to Windows 10 build 1809. Search "Windows Updates" in the desktop search bar to check for pending updates. Your video card driver is from 2018 and when they are outdated they can cause technical issues, so I'm heavily inclined to lean towards that as to what's causing this. Your PC specs are around the minimum requirements to run this game, so I would try playing at lower video settings and try borderless window to see if that helps boost performance. If you have too many programs running in the background while playing that can consume a lot of resources on your PC which slows down performance.
