I unlinked steam 8 months ago, but now linking a new Steam account has failed？？

An EA account can only ever be linked to one of a particular type of account in its lifetime. So if you've previously linked a different Steam account, even if you unlink it, you won't be able to link a new one. We have an article with some more info here:
