In order to play Apex Legends in Steam it would need to be connected with an EA Account. If you were to unlink the Steam account from your EA Account, the next time you try playing Apex Legends it's going to ask you to connect it with an EA Account. 


As far as your game progress, you shouldn't actually lose anything by unlinking a Steam account. Since your progress on Steam is the same progress as what you would have in Origin, it should still be there on your account.

It works that way for other platform accounts like PlayStation or Xbox, but as far as I know the same thing wouldn't happen for Steam. Your account progress matches up for Steam and Origin, unlike the console platforms.

Just to make sure I understand correctly, you unlinked it from two different EA Accounts?

I'm pretty sure it's supposed to work that way. You can unlink a platform account from EA Account A and link to EA Account B without the six month restriction. You'd run into the restriction if you tried unlinking a different platform account from EA Account A within 6 months. So if you had two different platform accounts on EA Account A, you would only be able to remove one of them without waiting 6 months.
