Has your friend checked to make sure that cross-play and invites are enabled in their privacy settings on Xbox?

Do you know if either you or your friend are playing on a child account?

Is your friend already on your friends list, or are you trying to add them for the first time? 

If they're already on your friends list, and you're having trouble sending them invites to play, can you try removing and re-adding them to your friends list to see if that helps?
