There is no cross-platform progression in Apex Legends, I'm afraid. If you start playing on PS4 it would be with a fresh account. Your progress wouldn't carry over from PC.

I'm afraid it isn't possible to transfer your progress from Xbox to PS4 because Apex Legends does not have cross-platform progression.
