In some cases this can happen because of the location settings on your Steam account. I'd recommend getting in touch with the Steam Support team to see if they can help make sure your account is set to the correct location.

Just like the PC version, that usually points to an account region issue on Xbox. There are some locations where coins can't be purchased because of local laws. If you don't live in one of these places then your account might be set to the wrong region.
