Unfortunately if you didn't claim the badge during the week of February 4th to the 11th it won't be possible to claim it. The anniversary rewards were only available for that week.

I haven't actually heard if there are any plans to bring back these anniversary badges, I'm afraid. If we do make them available again in the future we'll most likely post an announcement to let everyone know. A good place to watch for updates on things like that would be over at the Apex Legends Twitter page.
