Thanks for looking to bring cheating and dodgy practices to our attention. I'm afraid the forums isn't the best place for these reports as they are highly visible given that AHQ is a public platform. Players may learn how to find cheats or hacks by following the link you'd shared in your post so the link has been removed as it could be misused by less well intentioned players to learn more about cheating.
The best rule of thumb for cheating/exploits shared on sites would be to forward that information on through the official channels that monitor and follow-up on them. This EA Help article will have more information that front "How can I report cheating, hacking, or scam websites?". or if you're seeing another player using cheats in-game, for Apex, the Anti cheat report survey can be found here.
