How to unlock any character in bot royale??

I find bot royale very useful since you can kind of understand the legends “In practice” and you can set sights on the next legend you want to unlock as beginner.

Recently I got a friend of mine introduced into apex legends, now he still wants to try out different characters. Speciffically ones he cannot unlock so he knows what he wants to get next.

However, he cannot access all legends in bot royale?? But I can? Apparently I have 200+ hrs on steam while he has 4hrs. Is there something he has to do before being given ability to pick any character (including locked ones) in bot royale??
