It seems like you've already had a Steam account linked in the past, and since an EA account can only ever have one of a particular type of account linked to it in its lifetime, you won't be able to link a new Steam account, even if you unlink the old one. In that case I'd reach out to Steam support to see if they can reactivate that Steam account for you. Otherwise your best option might just be to make a new EA account and link your Steam to that instead.

Again, it's because an EA account can only ever be linked to one of a specific type of account in its lifetime. If you look at the article I linked above:

When you link accounts, it creates a lifetime link to protect you from malicious activity and help prevent performance issues in your games.

 

You can unlink your platform accounts from your EA Account if you want to link them to a different EA Account, as long as that EA Account has never had the same account type linked to it before in its lifetime.

 

That means if you unlink an Xbox gamertag from your EA Account, you can’t link a different Xbox gamertag to it in the future.

I understand that making a new EA account for you to link your Steam to it isn't ideal, but it's the best advice I have.
