Coming from a guy who prefers healing to tanking, and tanking to dps unless there's something fun to do with dps (i.e. in Classic WoW, selling DM:N and demon kills on Hunter):

Tanks & heals need to be able to do solo content at 90%+ the efficiency of dps. That's the name of the modern game.

However, seems to me that y'all are building a game from 15-25 years ago, with the selling point being the number of RPG systems available at launch. Hey, okay, so perhaps you don't want to take the modern - that is, only 10 years old - approach, which allows all three roles to deal comparable DPS (although that's not a bad trade for the duties). In that case, you've got to make it quick & painless to swap specs, and not die on the hills of spec or role identity.

All else being equal, perhaps queue times alone could be enough incentive to keep the tanks and healers coming in spite of a tedious spec-swapping system, but... the particularly astute among you will have noticed that this "perhaps" is doing some pretty heavy lifting. Maybe it's merely decades of the trinity being broken (which y'all are not exactly revolutionizing), but most people don't find these roles fun.

And while I couldn't tell you how to fix that, even if I wanted to (I am, after all, one of those backwards few who actually get insta-queues as a result), I can suggest (for all 15 people who still care about immersion and loreand whatnot) - and I'm spitballin' here - have the mounts come pre-equipped with some saddlebags in which you can store your tank and healer gear, but, for the sake of open-world PvP, it's a 5-sec cast to swap specs & gear. Boom, you didn't have to fix the possibly impossible problem at the core of the trinity, but at least there's a chance that dungeon queues are poppin'.

There will definitely be content in Ashes of Creation designed with solo players in mind.

Regarding how efficient a Cleric or Tank player is in solo content will depend on how a player chooses to develop their character. We spoke a little bit about this during the July 2023 Development Update livestream. Here’s a timestamp to that conversation.
