Cosmetics need to be account wide, and not this weird one time use thing. Everything else can be character wide, but the sets we're currently paying $300+ for should not be one time use.

Cosmetics can be reassigned to other characters on an account. But only ever active on one character at a time. There will also likely be a cool down for reassigning them
