I bought the upgrade, it says purchased on the store and i've tried everything from re downloading the game, to looking under add-ons on PS4, to restarting the PS4 and the celebration content won't unlock (new skins aren't unlocked). I was on with EA support last night who couldn't help as well as sony support. Did anyone else encounter this issue? /u/F8RGE, can you help at all? I'm seriously out of options here and really want to know why I did not unlock the celebration content.

Thanks, I'll flag with the team. Everyone has gone home until Monday now though, so might be after the weekend, sorry.
