[2019] Community request - Allow Hero Showdown to start with 2 players ✅

The HvV changes were useful to combat waiting times but the mode that really needed it was hero Showdown.

Having to wait 10 minutes for that one person to join is highly annoying.

What else is annoying is also the fact that if the game has already started and it's a 1v1 in the second round the round will start without you having to wait.

This should be the case at the start of matches as well.
