I have developed a non-commercial tool app for Clash Royale players. I would like to publish it on Google Play but they reject it due to not being compliant with Google Play Policies. The reason stated is "the risk of abuse of popular brands, characters and other assets". I referred to Supercell's Fan Content Policy that allows this kind of non-commercial use of those assets but it was not enough for them. They want to see "a verifiable, signed document from both the parties (the developer and the content owner) involved or a signed letter that the owner of the content giving me their permission to use their content". If I don't show them this kind of document they will accept my app only if I "modify its description, title, icon, screenshots and other images in order to avoid any confusion with the original app".
I think this is quite new (maybe this year's) problem but as I saw here in the discussion it's not only mine (I found two or three posts about rejected CR fan apps in past few months and others have been probably removed because of violation of self promotion rules). I can see many fan apps accepted at Google Play that look even more "similar" to Clash Royale than my app (using CR graphic style, fonts, background and so on). Could any other fan app developer please share the way how they got over these obstacles and got their app to Google Play?
Could anyone from Supercell please do something that makes Google Play stop rejecting fan apps? Maybe if the Fan Content Policy could be downloadable as a signed PDF document it could be used as a proof of licence...
Or maybe I don't understand the Fan Content Policy well, could anyone explain if I'm wrong?
