I reported a clan for having walled off the Spider queen island in the far east. This was the response.

For everyone getting rude in another post about building on world bosses, acting c*cky and saying Of CouRsE iTz AgAinSt ThE rOoLz!

Hey there, this was a fairly recent change so I'm sorry for any confusion regarding the report. Essentially world bosses that drop unique resources are considered content block. Bosses that drop keys (that can also be found in other locations) are not.
