I hear these chests are how you get powder for the new witch doctor feat, but they either cannot he opened, or when they are opened have nothing inside of them, can’t even see the grid squares for the chest. PS4, official server

If not closed properly, chests do not respawn their loot after the designated time. Close the lid once you've looted them and if one of them seems bugged by a previous looter, you can also try to destroy the chest by hitting it continuously. That will make it reappear after the timer kicks off.
