Holiday decay timers extended - Buildings Jan 24, Thralls Jan 31

Hi there Exiles, and happy new year.

We're extending holiday decay timers on official servers. Buildings will go back to their normal decay settings on Jan 24th, and Thralls will go back to their normal settings on Jan 31st.
