[2020] Enviroment destorying placables and bases when building destruction is off

This setting affects if players can damage other player’s structures as specified in the settings’ description box. World creatures will still be able to damage buildings regardless.

Not as a part of vanilla functionality, but we believe some mods do allow for that setting, such as Pippi.
