[2019] Can’t kill enemies or harvest resources on Server #3222 on Ps4

We're aware of this issue and we started deploying a set of tools in our latest PC hotfix that aim to alleviate this issue. Once we have fleshed it out, we will be rolling these changes to all platforms.
