From what I can tell spawns are on a timer and more enemies are added every interval, whether or not there are still foes present. Ive noticed this with Shellbacks and crocodiles mainly. Humans dont have this from what I can tell. This isn't a complaint, I actually think this is cool, slaying 16 crocodiles without taking damage makes you feel like a vicious barbarian. But other, fast enemies which I might run into later could prove problematic or unfair.
