This is not a bug, the amount of attributes granted from vessel's was tuned using the Fae in 6.400 and the final data unfortunately did not get propagated to the other races in 6.400. (This is why the Fae has had lower attreibute potential than the other races in 6.400).
In order to add the Quantity option I would need to take away the Rename item functionality from them, and people have made too much cool content with the notes to do this.
Maybe it would be better to add the old Velum paper recipe back into the mix, and allow it to be used for notes instead.

We made a round of changes to the matchmaking system in 6.510 and need to put it through the paces. If any of you happen to be available, we're going to turn on matchmaking on TEST today at 4pm i.e. about an hour from now, run a HungerDome match or two and see how it handles the load.

NOTE: we have had sporadic reports of some players getting a client freeze/hand on the Team Roster page. This was something we noticed in internal testing as well, however didn't have enough time to get the fixes in before everything went to Test. The UI group is going to tweak the default speed between pip rolls, and we will put in a power user option to bypass it completely for those who want.
More polish work is on the way!
I did some digging to see what was going on here.
1) Beneficial Harvest Crystals only helps you get better quality/more sacrifice crystals, it has noting to do with the weapon additive drop rate.
2) Additives Harvest Chance for Hunger Crystals is the only stat that will help you get Additive Crystals.
3) Additives can only drop at 75%, 50%, 25% node destruction stage.
4) The Finer Things power requires you to time your 8 second buff such that it is up when you hit 75%, 50%, 25% node destruction stages.
5) Weapon Additives are quality gated to certain zones/campaigns. Ie Blue can only
