[2020] Does anybody know or maybe a dev can tell us how the item shops exclusive skins will work

Wanted to know how the item shop will work for exclusive skins. Will skins like the motorcycle skin for shakirii come back into rotation for the shop, didn't have the funds to get it in the two days it was in the shop, but really wanted it as I now have the funds :( . Will the exclusive skins be something rare as it would be cool to have these rare skins if the game got a bigger player base and played it through pre season before the game got bigger. Hope a dev or someone with insight can give me an accurate answer <3
