A 4008 isn't necessarily a server issue, but an issue that manifests when the connection with the service takes too long and times out, and the hold up could happen anywhere between your PC and our services. If it were solely due to too many connections with the service, the issue would be much more widepsread (this isn't to discount the many who do encounter this, but when I say widespread I mean at a more critical mass).

Relating to the loading of player models and such, one question I have is what kind of storage device do you have the game installed on?

Relating to the 4008s, what kind of connection do you use? (both in terms of your external connection [i.e: Fiber, ADSL, 5/4g etc] and your internal connection [i.e: WiFi, Ethernet etc])

I have the game on a HDD and at some point I will have to Jump to SSDs, I personally just find the prices still rather unreasonable in the moment, but as mentioned that was also not a problem previously.
The loading times (of both missions/hub/assets) will be markedly improved by moving over to an SSD, the industry is moving towards SSDs being a requirement for a timely gaming experience.

As for the 4008 errors, they're going to be pretty hard to identify in specific cases, but things like whitelisting the game and launcher in your Antivirus &/or Firewall, test using a VPN service to see if things improve (though latency may increase, your journey to the AWS servers may have less loss along the way). Even something as random as rebooting the router can solve this kind of issue as it hasn't been a constant thorn but one that has arisen in time.

Last question though, is your connection an IPv4 or IPv6 connection?
