They made an update to the EULA. Steam requires players to accept the new EULA when that happens. Standard procedure.

I couldn't tell you what they actually updated. I haven't called my lawyer yet to come over and redline all of the changes.
We updated the formatting from being a wall-of-text to a more readable format, the content remains the same as the original EULA all players agreed to upon launch.
