It is actually the other way around. The higher the FPS the less noticable the difference really is. At 20 fps the screen updates every 50ms and at 30 it's every 33.3 ms. At 60 it's 16.6ms so going from 20 to 30 is already just as noticable than going from 30 to 60. going from 60 to 120 is only a 8.3ms difference so the higher the framerate the lower the gains. With that said though, every game feels better at 60 FPS
