[2019] Weapon mods problem?

I have a slight concern, it looks like I didn't recieve the mod that you get as level 9 reward, on any of the weapons (excluding repeaters as they are replacements for old prisms). So I'd sorta like some insight from more experienced or advanced players that could answer my questions:
-What's exactly the max level for weapon mastery? I'd assume 15 as that's also where the new equipment upgrade caps at.
-If it aint level 15, then at what level do you get the 3rd weapon mod? (For example that one sword mod that increases the duration of special for each succesful hit while in special)
