[2019] I can't level up because my masteries keeps being the same

I decided to restart from the begining because I was not enjoying my progress and then after I restared my slayer I see in the masteries section that I keep my masteries from my old slayer and I can't level up now i'm stucked at level 3. Sorry if wrote something wrong my english is not perfect :c but I need asistance and I went with the technical support because I need help and they told me to post my problem in reddit right here.
