Unfortunately, we're not able to help with banned accounts through Answers HQ. If you've already reached the maximum number of investigations, the action taken on the account will not be reversed.
A thorough investigation has been performed multiple times. Since the ban hasn't been overturned, it means they haven't found evidence supporting that the ban was made by mistake. Since they told you no further reviews would happen, it means you've hit the limit of investigations for this issue.
I'm very sorry. I absolutely understand this is very frustrating, but we can't help whatsoever with bans through Answers HQ. The only thing you can do is submit a dispute, but if you've reached the max number of investigations and your account is still banned, it will need to remain so.
