The DC penalty decays over time, as things like full game crashes are rare, the DC penalty is deliberately kept short for this reason. Basically, there's no other reason to disconnect from a game except for a game breaking bug, game crash or an irl situation - those shouldn't happen enough to move someone from the earlier penalties.

DC for "Toxic killer/players" is not an acceptable reason to disconnect from a game, you're ruining it for the 4 other players.

You don't get a 6hr ban for one DC, you do need to have DC'd quite a few times to get the ban timer that high.
